Pengukuran Budaya Keselamatan Pasien di Pelayanan Kesehatan Primer: Literature Review

Abstrak

Pendahuluan: Penelitian keselamatan pasien sering kali berfokus di rumah sakit, faktanya insiden keselamatan pasien di pelayanan kesehatan primer sering terjadi. Insiden keselamatan pasien di pelayanan kesehatan primer salah satunya disebabkan oleh penerapan budaya keselamatan pasien yang belum diterapkan secara luas. Pengukuran budaya keselamatan pasien di pelayanan kesehatan primer dapat meningkatkan keselamatan pasien dan menurunkan angka insiden keselamatan pasien. Tujuan: Mengidentifikasi dimensi budaya keselamatan pasien dengan skor rendah dan membutuhkan peningkatan. Metode: Pencarian artikel dilakukan melalui database PubMed dan ScienceDirect menggunakan kata kunci patient safety” AND “safety culture” AND “primary care”. Dari total 199 artikel yang ditemukan, hanya 10 artikel yang memenuhi kriteria inklusi. Hasil: Instrumen SAQ-AV, MOSPSC, dan HSOPSC merupakan instrumen pengukuran budaya keselamatan pasien yang digunakan pada 242 pelayanan kesehatan primer di 8 negara. Berdasarkan penelitian, setiap pelayanan kesehatan primer memiliki dimensi budaya keselamatan pasien yang perlu peningkatan. Dimensi kondisi kerja, tekanan kerja dan kecepatan, dan dimensi respon tidak menghukum terhadap keselahan merupakan dimensi yang paling sering membutuhkan peningkatan. Simpulan: Dimensi persepsi manajemen, kondisi kerja, kepuasan kerja, tekanan kerja dan kecepatan, dukungan kepemimpinan, frekuensi pelaporan insiden, kepegawaian, respon tidak menyalahkan, handsoff dan tansisi, memiliki nilai rendah dan membutuhkan peningkatan dalam penerapan budaya keselamatan pasien.
